‘STRENGTHENING THE CAPACITY OF CIVIL SOCIETY’

programme3.jpgThe democratically elected government has committed itself to redressing inequalities and improving the lives of its citizens, through promoting and entrenching a human rights culture. The Department of Justice & Constitutional Development (DOJ &CD) plays an important role in this regard, with its key mandates being Justice and Constitutional Development, Promoting Human Rights and Access to Justice for All with a particular emphasis on impoverished and marginalized communities. The transformation of society is premised on the values of dignity, equality, and non-discrimination in terms of our constitution.

The DOJ &CD continues to face challenges in operationalising these commitments and acknowledges the role which civil society can play in assisting the Department to meet its goals. The DOJ & CD acknowledges the positive contribution civil society makes and that it is an essential partner to strengthen South Africa’s constitutional democracy. The Department is also mindful that a strong, independent and efficient civil society is a pre-requisite for deepening democracy. The DOJ&CD has developed a policy framework for partnerships and policy dialogue with civil society. This policy framework together with the Medium Term Strategic Framework (MTSF) forms the basis for the “Access to Justice and Promotion of Constitutional Rights” programme.

DOJ&CD has decided to continue its strategic partnership with the Foundation for Human Rights (FHR) in order to implement its policy framework on engaging civil society in the justice and human rights sector. This will be done by way of a budget sector support programme which will be implemented by the DOJ&CD in partnership with the FHR. The FHR is the DOJ&CD’s implementing agent in terms of a memorandum of Agreement ( MOA)
